Just like businesses and corporations, Government entities want to do their work in more logical and efficient ways, cut costs and deploy their capital in ways that make sense and ensure delivery to citizens. Our technology offerings are a great fit for Government and can play a critical role in supporting Government at national, provincial and local government levels to execute on deliverables like better service delivery, quicker decision making and problem resolution, and greater transparency.
A recent example of our technology working in Government is the Application Solutions deployment for the Mpumalanga Provincial Parliament. The Provincial Parliament consists of 30 elected Members who convene to discuss, debate, amend and vote on laws for the Province; oversee budgets and Government officials; and conduct public hearings on propose laws.
The Mpumalanga Provincial Legislature was in the process of refurbishing its chambers, and was so impressed with the solution Dimension Data implemented for the South African national Parliament that it approached the ICT leader for a solution that would provide it with similar functionality.
One of the major requirements of the solution was that it needed to help the Provincial Parliament to work more efficiently. The solution had to ensure that operations ran smoothly by managing the proceedings in Chamber. Dimension Data proposed to implement a fully integrated congress solution and information system. The software information system is based on Bosch DCN technology and this is the primary interface accessed by the Members in the main Chamber.
The interface allows Members to view the list of scheduled speakers for the current session, participate in voting sessions, view live feed videos and listen to audio feeds in their chosen language, as well as browse a document library and view all available documents.
Services officers use the interface to view and manage service requests from Members. For example, a Member can request a glass of water or stationery and the Presiding Officer can view the requests in a queue and respond to them in order. This replaces the former system of the Members having to raise their hands and try to attract the attention of the service officers, and disrupt proceedings in the Chamber. The system also enforces strict security controls to safeguard confidential data.
This solution is a great example of Dimension Data bringing practical outcomes to life with technology. The Provincial Parliament runs more efficiently because Members can now focus their attention of proceedings while having real-time access to information.
Table staff and service officers have the ability to set up, view and publish voting results, which streamlines the entire voting process. Security is enforced by allowing access to the system with smart cards, so only registered users have access to confidential information. The solution also stores all information regarding proceedings electronically, ensuring good governance and compliance.
